Exactly 560 legacy SIC codes (55.8%) map one-to-one into a single 2022 NAICS code. However, 444 legacy codes (44.2%) fragment into multiple modern industries. The most fragmented code, SIC 7389 ("Business Services, Not Elsewhere Classified"), shatters into 44 distinct NAICS codes across tech, marketing, and commercial services.
1. Background: The Evolution of Industrial Concordance
The Standard Industrial Classification (SIC) system was created in 1937 to measure U.S. economic activity during the manufacturing era. When the federal government adopted the North American Industry Classification System (NAICS) in 1997, it shifted the structural classification principle from output commodities to production processes.
Because NAICS undergoes five-year revision cycles (1997, 2002, 2007, 2012, 2017, and 2022) while SIC was frozen in 1987, mapping legacy corporate records to modern compliance frameworks requires multi-generational concordance tracking. Our analysis examines the full 6-generation transitive mapping chain from SIC 1987 to NAICS 2022 across all 1,012 active 6-digit U.S. industries.
2. Fan-Out Analysis: One-to-One vs. One-to-Many Mappings
Out of 1,004 legacy SIC codes referenced across the current NAICS structure:
- Clean One-to-One Concordance (560 SICs / 55.8%): 560 legacy codes map exclusively to a single modern 2022 NAICS code. For example, legacy grain farming or specialized manufacturing codes retain direct 1:1 equivalence.
- Fragmented One-to-Many Concordance (444 SICs / 44.2%): 444 legacy codes split across two or more modern NAICS codes. 211 codes split into 2 NAICS codes, 120 codes split into 3, and 15 codes shatter across 10 or more modern industries.
- Unmapped NAICS Records: Exactly 4 modern NAICS codes carry no legacy 1987 SIC equivalent due to entirely new technological industries created post-1987.

Methodology & Data Provenance
All figures in this study were computed directly from data/naics.json and data/sic.json. All 2,150 mapping links represent transitive 6-step concordance chains (SIC1987 → NAICS1997 → 2002 → 2007 → 2012 → 2017 → 2022) derived from official U.S. Census Bureau Concordance files.
